Internationalization strategy of Poland- "Study in Poland"

Poland has set a goal to more than double its international student numbers to reach 100,000 by 2020
New international education strategy is released by polish government that provides new funding and new priorities for the internationalization of Polish higher education

The Polish Ministry of Science signed the Higher Education Internationalisation Programme, a strategy that aligns with a new goal announced at the beginning of the year:Poland wants to host 100,000 foreign students by 2020 – more than twice the number currently studying in the country.

According to the strategy, the Ministry of Science will allocate EUR57.5 million to funding international education programmes, international summer schools, and language training, and will encourage universities to:

Offer more degree programmes in foreign languages in polish universities;
Create more joint educational projects in polnad.

Who is studying in Poland?

There are over 46,000 foreign students in Poland, an increase of more than 10,000 from previous year. The jump is largely attributed to the growth in the number of Ukrainian students, around 23,000 in total in 2014/15, and an increase of 8,200 from the previous academic year. With that significant year-over-year change, Ukrainian students now currently make up more than half of the total international student population in the country.

The Polish government provides financial support for some international students. In 2014, for example, the government announced an Erasmus programme specifically for Ukraine, offering scholarships for 400 undergraduates and 50 postgraduates at Polish institutions, and with priority from students from war-torn areas of Eastern Ukraine.

We noted in 2013 that the number of Asian students in Poland was on a downward trend. However, Perspektywy Education Foundation reported growth in the number of students from Asia for the first time in five years in 2014/15. Polish universities currently host 785 students from China (an increase of more than 100% compared to 2013/14), 410 from Taiwan, and 545 from India (a 227% increase). At the same time the number of Vietnamese (205) and Malaysian (211) students have decreased slightly.

According to UNESCO, Poland sends approximately 23,000 tertiary-level students abroad each year. The most-popular destinations for Polish students are Germany, the UK, France, the US, and Italy.

This is an interesting directional indicator of a continued strengthening of Indian student numbers in the US this year. It follows earlier reports from the Council of Graduate Schools, the IIE’s Open Doors, and others that all point to the growing importance of the Indian market as a driver of global mobility.

For Indian Students Graduate studies was on focus for this intake. Of the students currently enrolled in the US, 113,509 – or 75.7% – are studying at the master’s level (as opposed to only 9.3% in undergraduate programmes).

And most Indian students – 81% according to the latest SEVIS report – are enrolled in science, technology, engineering, and math (STEM) subjects. This is by far the largest focus on STEM subjects represented by any national student group in America.

In comparison, 38% of all international students in the US were enrolled in STEM programmes as of July 2015. The US relies on Asia for about 76% of its international enrolment base, and those students are slightly over-represented in STEM subjects in that 43% of all Asian students in America are enrolled in STEM programmes.

EXPERTS ADVISE:

Immigration department of Australia have cancelled almost 11,000 visas in the year ending June, an increase of more than a third compared with the previous corresponding period.

Chinese students are leading in cancellations, with 1793 cancelled in the past 12 months. More than 1160 South Korean students had their visas cancelled, followed in number by India, Vietnam and Thailand.

Phil Honeywood, chief executive of the International Education Association of Australia, said the present system allowed low-quality education providers to misuse the visa streamlining scheme. the Immigration Department has been able to monitor many of these and has been prepared to cancel visas for non-genuine students.

The total number of student visas issued rose by 2 per cent, from 292,060 to 299,540.

“A key reason for ditching the current streamlined visa procedures is that too many low-quality education providers have been gaming the system, and this has meant students have been attracted to enrolling in such providers as an easy visa pathway to Australia,” Mr Honeywood said.

Education Minister Christopher Pyne also has moved to push out unscrupulous education agents, announcing a code of ethics and a feasibility study into an industry-led quality framework for agents.

“Because of effective consultation with the sector, we are hopeful that the new SSVF will significantly improve both the quality of providers and the checks and balances on genuine student approvals.”
